Terms of service

Last updated: 28 October 2026

These terms apply to everyone who uses Soevra: the app on iPhone, and later the website soevra.eu and the Android app. Read them before you create an account. If you only read public pages, sections 3, 9 and 13 explain what a result means, how to report a page, and how a result may be quoted.

Accounts, public pages and the report form arrive in a later release. Until then the app keeps your answers on your device, and the sections about them apply from the day each feature ships.

1. Who we are

Soevra is run by SEDOVI Development B.V., a private limited company registered in the Netherlands.

In these terms "Soevra", "we" and "us" mean SEDOVI Development B.V. "You" means the business that uses Soevra, acting through the person who signs in for it.

2. What Soevra is

Soevra lets businesses that offer cloud services assess their own services against the European Commission's Cloud Sovereignty Framework.

  1. You answer a multiple-choice questionnaire about one of your cloud services. You can assess each service you offer separately, and your own internal cloud use.
  2. Our software calculates a Sovereignty Score from 0 to 100 and a SEAL level from 0 to 4 for that service from your answers. It uses the same published method for every business. We version the method, and every result names its version. Our page How we score explains the method and every way it differs from the Commission's calculator.
  3. Each assessed service gets a public page with its latest result and the date of that result.

Every public page says "Indicative self-assessment", "Based on answers from [your business]. Not verified by Soevra." and the line in section 3.

3. What Soevra is not

Soevra is not affiliated with or endorsed by the European Commission. This is not an official SEAL assessment.

We do not check your answers. A result on Soevra is not a certificate, an audit, a label or a procurement decision. In an EU procurement, the contracting authority decides the assurance level of a tenderer. Soevra has no such evaluator.

If you read a public page, treat the result as a statement by the business about its own service. Check it yourself before you rely on it.

4. Price

Soevra is free at launch. If we ever charge for a feature, we will tell you in advance. We will never charge you for anything you did not agree to.

5. Accounts and who may use them

Soevra is for businesses. You may not use it as a consumer. Businesses outside the EU and EEA may use it too.

By creating an account you accept these terms for your business. We show them at sign-up and you can download them at any time from soevra.eu/terms.

To create an account:

Keep access to your email address and devices safe. Anything done through your account counts as done by your business. Tell us at once at developer@sedovi.nl if you think someone else has access to your account.

You may only create a page for a business you represent. You may not pretend to be another business.

6. Your answers

You are responsible for your answers. You promise that:

  1. your answers are true and complete when you give them;
  2. you keep them current; and
  3. you answer the questionnaire again when your service changes in a way that affects any answer.

Each public page shows the date of the latest answers for that service. A result that is out of date can mislead readers. If you can no longer stand behind your answers, update them or unpublish the page.

You must not submit content that is unlawful, that infringes the rights of others, or that contains personal data of other people. Our questionnaire does not ask for personal data.

7. Claims about your pages

Your pages show statements that your business makes about its own services. If a third party makes a claim against us because of your answers or your pages, you will compensate us for the resulting loss. This includes reasonable legal costs. We will tell you about the claim promptly and work with you on the response.

This does not apply if the claim is caused by an error in our own calculation or presentation.

8. Publishing your result

You give us a free, non-exclusive, worldwide licence to:

We keep the dated versions so we can show what your business declared and when. We keep them for five years after you unpublish a page or close your account. Our privacy policy says more.

You keep all rights you have in the content you submit.

Unpublishing

You may unpublish any of your pages at any time. Email developer@sedovi.nl from your account's email address and we will do it without undue delay. Once unpublished, a page is no longer public. Unpublishing does not delete the dated versions.

9. Content rules and moderation

This section describes how we handle content on Soevra, as required by Article 14 of the Digital Services Act, Regulation (EU) 2022/2065.

What we may restrict

We may act against content that:

What we may do

Depending on the case, we may:

We choose the lightest measure that solves the problem. We act carefully, objectively and in proportion, and we take into account the interests of everyone involved. That includes the business, the people who read its page and the person who reported it.

If we receive a credible report that a page is misleading, we may add a notice to the page or hide it while we wait for your reply.

How we decide

A person at Soevra reviews every report and makes every moderation decision. We do not use automated tools or algorithms to decide on content today. We do use automated limits on how often someone can send a report, to stop abuse of the report form. If we ever use automated tools to decide on content, we will update these terms first.

Reporting a page

Anyone can report a page they believe is illegal or breaks these terms. Use the "Report this page" link on every public page, or email developer@sedovi.nl. A report should include:

We confirm receipt by email. We review the report without undue delay and tell you our decision and what you can do if you disagree. When the report is about your page, we tell you and give you a chance to respond before we decide, unless the content is clearly illegal.

Our reasons

If we restrict your content or your account, we send you a statement of reasons by email to your account's address. It says:

Objecting to a decision

If you disagree with a decision, reply to our email or write to developer@sedovi.nl. Tell us which decision you mean and why you disagree, and send anything that supports your view. This works for businesses and for the people who report pages.

A person reviews your objection and replies with the outcome and the reasons. If we got it wrong, we reverse the decision without undue delay. You can also go to court, see section 14.

10. Evidence uploads

Soevra does not offer evidence uploads yet. Before we do, we will add terms for them here and tell you in advance, as described in section 15.

11. Our liability

We take care to calculate results correctly and to keep Soevra available. We do not promise that Soevra is always available or free of errors. We do not promise that a result reflects how sovereign your service really is. That depends on your answers.

To the extent the law allows:

  1. We are only liable for direct damage that our breach of these terms causes.
  2. We are not liable for indirect damage, such as lost profit, lost revenue, lost tenders, lost data or damage to reputation.
  3. We are not liable for decisions that anyone takes based on a public page.
  4. Our total liability for all claims together is at most EUR 500.

These limits do not apply to damage caused by intent or deliberate recklessness of Soevra or its management.

You must tell us about a claim in writing within 12 months after you discovered the damage, or should have discovered it. After that the claim lapses.

12. Closing your account and ending Soevra

You can close your account at any time in the app. When you do, we take your public pages offline and delete your account as described in our privacy policy. We keep the dated versions as described in section 8.

We may suspend or close your account if you break these terms. We will send you a statement of reasons, as described in section 9.

We may stop Soevra. If we do, we will tell you at least 30 days in advance.

13. The framework and our rights

The questions, points, weights and levels come from the European Commission's Cloud Sovereignty Framework (version 1.2.1) and its implementation guidance and calculator of 1 June 2026. © European Union. The Commission makes this content available under the Creative Commons Attribution 4.0 International licence. We changed it, and How we score lists every change. The European Commission is not liable for any consequence of this reuse.

The app, the website, the Soevra name and logo, and our software belong to us. You may link to your public pages and quote your results, as long as you show the date and the label "Indicative self-assessment". Do not present a result as a certificate, award or official rating, and do not combine it with the EU emblem.

14. Law and courts

Dutch law applies to these terms and to your use of Soevra. Disputes go to the District Court of Rotterdam (Rechtbank Rotterdam), the Netherlands, unless mandatory law gives another court jurisdiction.

These terms are written in English. If we translate them, the English text prevails.

15. Changes to these terms

We may change these terms. If a change is significant, we email account holders at least 30 days before it takes effect, and we show the new terms in the app and on our website. We may make a change sooner if the law requires it or if it is needed to stop abuse or a security risk. We will tell you why.

If you do not agree with a change, you can close your account before it takes effect. If you keep using Soevra after that date, the new terms apply.

The date at the top shows when we last changed these terms.

16. Contact

Email developer@sedovi.nl. A person reads and answers every message. We accept messages in Dutch and English.
